Mr. Vuyo RANKOE is the Managing Director of African Reinsurance South Africa Ltd (ARCSA), Johannesburg, South Africa, effective 1 May 2026. He is responsible for the strategic leadership and overall management of ARCSA’s composite reinsurance business.
Mr. Rankoe brings over twenty (20) years of experience in the insurance and reinsurance industry, with extensive expertise in actuarial science, reinsurance underwriting, treaty pricing, capital modelling, and regulatory compliance across the South African and African markets.
Prior to his appointment as Managing Director, he served as Executive Director, Non-Life Operations at ARCSA. He joined ARCSA in August 2022 as General Manager, Non-Life Operations and was subsequently promoted to Executive Director, Non-Life Operations in August 2025. Before joining ARCSA, he held senior technical and management positions with Santam and Centriq Insurance.
He is widely recognized for his strong technical expertise, commitment to sound corporate governance, and ability to build high-performing teams within a regulated financial services environment.
Mr. Rankoe holds a Bachelor of Science (Honours) degree in Actuarial Science from the University of the Witwatersrand, Johannesburg, South Africa. He has also completed Senior Management Development Programmes from Stellenbosch University, South Africa, and Duke University, United States.
Mr. Mohamed Saad ZAGHLOUL was appointed Senior Executive Officer of the Africa Re Underwriting Agency Ltd (Dubai Office) in July 2020. He joined Africa Re in October 2018 as Assistant Director, Underwriting and Marketing in the Cairo Regional Office.
Mr. ZAGHLOUL started his career in 2000 in the Egyptian Reinsurance Company (Egypt Re) as underwriter responsible for the treaty and facultative business of the Gulf Region; he later moved to Tawuniya Cooperative Insurance Co. in the Kingdom of Saudi Arabia. Later on, Mr. Mohamed Saad played a vital role in the setting up, formation and management of two key regional reinsurers in the Gulf Region: Al Fajer Retakaful Co. (Kuwait), and Emirates Retakaful Co. (United Arab Emirates).
Mr. ZAGHLOUL is a fellow (FCII) of the Chartered Insurance Institute of London and has more than 20 years’ experience in both conventional and Takaful professional Reinsurance across the Arab region.
Mr. Abdelghani REHAL was appointed Managing Director of Africa Retakaful Company, Cairo, Egypt, effective 1 June 2026. He combines this responsibility with his current role within the Africa Re Group.
Prior to his appointment, he served as Assistant Director, Underwriting & Marketing at Africa Re’s Cairo Regional Office (North East Africa & Middle East) since October 2021, with responsibility for the Egyptian market. He joined Africa Re in March 2016 as Senior Manager, Underwriting & Marketing at the Casablanca Regional Office and was subsequently transferred to the Head Office in Lagos, Nigeria, in August 2019 as Senior Manager, Technical Inspection & Risk Prevention.
Mr. Rehal holds a Degree in Industrial Engineering from the National Polytechnic School of Algiers, Algeria, and a Postgraduate qualification in Finance and Insurance from IFID, Tunis, Tunisia. He began his career in 2001 as a Reinsurance Executive with SAA, Algeria, and went on to hold various underwriting, reinsurance, and management positions in both state-owned and multinational insurance companies in Algeria before joining Africa Re.
He also holds an International Diploma in Risk Management from the Institute of Risk Management (IRM), United Kingdom, and was elected a Fellow of the Chartered Insurance Institute (CII), London, in May 2026.
Throughout his career, Mr. Rehal has participated in and contributed to numerous industry seminars, conferences, and professional development programmes, and has delivered lectures on insurance and reinsurance topics in Algeria and Egypt.
