The African Reinsurance Corporation (Africa Re) is an international organization with Headquarters in Lagos, Nigeria. Africa Re has six regional offices in Abidjan (Côte d’Ivoire), Cairo (Egypt), Casablanca (Morocco), Lagos (Nigeria), Nairobi (Kenya), and Ebene (Mauritius). In addition, Africa Re wholly-owns a Subsidiary in South Africa (Africa Re South Africa Limited) and a Retakaful company in Egypt (Africa Retakaful Company).
Africa Re is owned by 41 member states of the African Union (AU), the African Development Bank (AfDB), 111 African insurance and reinsurance companies in Africa and 3 leading global insurance and reinsurance groups.
The current headquarters of Africa Re is located in Lagos Nigeria at Plot 1679 Karimu Kotun Street, Victoria Island, Lagos, Nigeria.
Africa Re is in the process of relocating its Headquarters from Lagos to Abuja, the capital city of Nigeria, and have received proposals for the architectural and ancillary design services for the proposed building to be located on Plot 1572 in the central business district in Abuja.
Africa Re launched last year, an international tender process to recruit an architectural and building services firm which will provide the following services:
• Concept design proposal
• Structural and Engineering services design and support
• Project Management
Following the tender advert, Africa Re has received 28 bids from local and international architectural firms, and would like to review the proposals received in a structured and transparent process to ensure quality of services.
Africa Re will like to engage an experienced architect to work with its Tender Committee on the following:
1. Definition of the selection criteria for the review of the proposals received to arrive at shortlist.
2. Define winning criteria for pre-selected designs and services provision proposals
3. Guide the Tender Committee on technical evaluation and due diligence in determining the best consortium to handle the Headquarters building project
4. Guide the Tender Committee on the negotiation and structuring of the contract with the winning consortium.
5. Perform any other assignment that may be required in the course of the project.
Except for evaluation work performed remotely and electronic communications with the Tender Committee, all other interventions and meetings with Africa Re’s Tender Committee will be held in Lagos, Nigeria. We estimate the physical meetings in Lagos, Nigeria, to be at most two (2), at the expense of Africa Re, for a total onsite presence of 10 days.
This requested consultancy work will expire by 15 June 2019.
Interested architects are required to submit their
1. Letter of Expression of Interest
2. Updated CVs
3. Evidence of registration with relevant professional bodies
4. Recent top 5 completed office building construction projects they were involved in and their exact role in each
5. Proposed Consulting Fees
Interested architects are required to have at least 10 years practical experience in the design and construction of high rise office building structures and must have coordinated other consultants in the project team on verifiable relevant completed building structures.
The individual architects or consultants presented by a firm will be selected on the basis of their qualification, capability, and cognate experience in design and supervision of modern office buildings.
Any claim on qualification, capabilities and experience must be evidenced and Africa Re given the right to contact and verify as it deems appropriate.
All proposals with the name of the architect on the reverse side shall be submitted in sealed envelope with the inscription ‘’ Africa Re HQ Office Building Advisor’ not later than 22nd March, 2019, addressed to:
